Raymond Edward Donnelly passed away on January 25, 2021 at the age of 66 in Philadelphia, PA. His incredible love of life, family, and friends, gave him the courage to fight his battle with cancer with the same strength and tenacity with which he lived. He passed away peacefully surrounded by his family.

Ray was born and raised in Southwest Philadelphia, one of six children born to Veronica Reid and Bernard Donnelly. He graduated from Drexel University with a B.A. in accounting in 1977. He had a tremendous work ethic and worked as a civilian employee for 18 years at the Navy Shipyard and then 25 years at the US Army Corp of Engineers as the Philadelphia District Financial Manager until he retired in December of 2019.

Ray was a dedicated and loving father to his two children, Lori and Russ. In 2011 he met Tanya Saylor while at a local establishment in Delco, and soon after she moved from Massachusetts to Pennsylvania to be with her love. They then moved to graduate hospital in Philadelphia, where they raised two fur babies, Stella and Miles. They married in a beautiful ceremony in Key West on May 10, 2016. Ray enjoyed the simple things in life: his feet in the sand, beautiful sunsets, and delicious dinners with his family.

Ray had an infectious laugh and was loved by everyone who met him. He was also an amazing uncle, brother, son, friend, and mentor. He joins those who passed before him, including his mother and father, brother Bernard, sisters May and Florence, brother in law Bob, and the family that he chose, including Wajih.

Raymond will be honored at at a viewing/gathering at Pennsylvania Burial Company, 1327-1329 S. Broad Street, Philadelphia, PA 19147 on Friday, January 29, 2021 from 5-8pm and Saturday January 30, 2021 8:30-9:30am. A funeral mass will follow on Saturday at 10am at St. Rita of Cascia Church, 1166 S. Broad Street, Philadelphia PA. 19146. Interment SS. Peter and Paul Cemetery. In lieu of flowers, please consider donating to the Healthwell Foundation at

There will be a zoom link to the funeral mass for those who prefer to participate virtually. For those who prefer to attend in person, COVID 19 precautions will be taken. City, State, and Federal guidelines for COVID 19 will be followed at Funeral Home and Church including capacity limits. We thank you for your cooperation and understanding.

My sincere sympathy and prayers to the entire Donnelly family. Ray was a great boss and so much fun to be around. I fondly remember the many times when Ray and I were the last people leaving the District after fiscal year-end and he was so kind as to drive me home. He will certainly be missed by all who knew him.
